Our senior management team (SMT) comprises the Chief Executive Officer (Paul Gartland), two Services Director (Gudrun Carlisle and Sue Atkinson) and a Finance Director (David Collier).
Paul is a Member of the Chartered Institute of Housing. He graduated from Leeds University in 1985; in 1997 he completed a Dip. H.E. (Housing) at Leeds Metropolitan University and then went on to achieve an MBA in 2005 at Huddersfield University.
Paul has worked for Horton Housing Association in various capacities since 1988. He became a member of the Senior Management Team in 1993 after being appointed as Services Manager. He has been the Chief Executive Officer since 2014.
David Collier joined Horton Housing in 1999. He holds specific responsibility for Finance and ICT across the organisation
He graduated from York University in 1980 and moved to London to train as an accountant with Grant Thornton, Chartered Accountants. He then spent 15 years working within voluntary and charity sector organisations and building up wide financial experience. His final post in London was with Child Poverty Action Group.
In 1999 he moved back to Yorkshire with his partner and two children. He is a Fellow of the Association of Charity Independent Examiners and provides voluntary financial assistance to several local charities.
Sue Atkinson was appointed as Horton Housing’s Services Director in 2015.
Sue has worked for Horton Housing since 2002 and has been promoted from her role as Head of Intensive Housing Management, overseeing a range of accommodation and support services in Bradford and Kirklees. She started her career with Horton as a support worker with the Community Support Agency (CSA) and has managed Kirklees St@y and the Substance Support Team.
Under her management, Kirklees St@y was the first service to be assessed under the QAF regulations. She also spent some time with Bradford Council as an NVQ Assessor and Internal Verifier for candidates completing their NVQ awards in Health & Social Care, and managed the Assisi housing project in Bradford.
She is passionate about client involvement and one of her priorities will be to bring different services together to share good practice and ideas and to actively engage clients with the development of services.
Gudrun Carlisle has worked for Horton Housing since 2000.
Gudrun joined the Association as a support worker. She went on to develop and manage several of the Association’s schemes including a scheme for people with alcohol problems, housing related support schemes for vulnerable people and a specialist young person’s housing related support scheme.
In 2008 Gudrun became Head of Service for Calderdale & Kirklees, overseeing a wide variety of housing and support services for different client groups.
Gudrun joined the Senior Management Team as Services Director in 2013. In this role, Gudrun continues to promote good practice and high standards of quality throughout the organisation and in the wider housing field. Gudrun’s area of specialist interest is the vital role housing has in effectively supporting independence for vulnerable clients including young people.
